The field
Property is both an asset and a place of work. A holding that buys, holds and develops buildings must be able to say which of the two it is doing in each case. Mixing them without a sentence is how files become unclear.
Holding property means title, charges, leases, insurance and the slow work of keeping a building fit for use. Development means land, a programme, permits, a contractor and a client or a future user. We do the first from Berlin. We do the second through ATES GROUP SARL and the partners of the group.
Land is a public fact. Registers, cadastres, expropriation rules, planning zones and heritage lists belong to the state. A private company does not create title by wanting a site. It reads the register and, where the state is the grantor, it reads the grant.
In Germany that reading is familiar. In Türkiye and in West Africa the same duty exists under other names and other offices. The quality of the work is the same: a site we cannot describe to a notary, a planner and a bank is not a site we buy or build on.
We do not treat buildings as inventory for a quick sale. We sell when the assets of the group or a named project require it. We develop when a client and a plot are in place. Between those two decisions sits the ordinary work of ownership.
This is how we work. Acquisition, holding and disposal are decided in Berlin. Design and construction run where the land is. The file of the asset and the file of the works stay connected, so that a building can be explained both as property and as a job.
Governments and authorities
Planning authorities, building inspectorates, land registries, environmental agencies and, for public buildings, the ministry that will use the house — these are not “stakeholders” in a workshop. They are offices with statutes. A permit is a decision of the state, not a favour.
We prepare what those offices ask for: surveys, plans at the required scale, proof of title, neighbour notices, fire and access concepts. We do not submit a sketch and hope. Where a municipality or a ministry is also the client, the planning file and the works contract are kept distinct.
In West Africa, as in Europe, public land and public buildings follow publication and approval. A school, a clinic or a municipal hall is not a private villa with a larger roof. The authority that grants the land and the authority that will run the building must both be able to find themselves in the papers.

Title and holding
We buy and hold only what can be shown in a register or a grant. Charges, easements and existing leases are listed before a price is discussed in Berlin.
Day-to-day ownership
Insurance, maintenance, letting and the dialogue with existing lenders. A building that is held must remain usable and explainable.
Transactions
Sale or purchase when it serves the assets of the group or a named project. The reason is written down. A sale without a reason is not a holding decision.
Development
Through ATES GROUP SARL: programme, design, permits and construction, including mixed use. Development starts when land and client are not a rumour.
Public buildings
Schools, administrative houses and other civic works need a user, a standard and a handover that a public body can accept. We write that handover into the job from the start.
Security for finance
Where a project loan needs a charge on land or on a completed building, the asset file and the finance file are the same story told to two readers.
